If the drip comes from the edges of the inside of the spout it will be the hot or cold. You will need to isolate the hot or cold supply to determine if it is the hot or cold. If the tap is leaking where the spout meets the base then you need new Spout O rings. Cartridges will not stop a leak from here. Answer Turn the water off first for either the hot or cold which ever it is that you are replacing There is a small lump under the tap head. You need to remove it perhaps with a fine flat screwdriver. Then with an allan key undo the tap head and remove it. The valve will be exposed for you to undo with a wrench or adjustable spanner. Screw the new on in and put it all back by reversing the process.
