I bought this straw a few years ago, for covering grass seed, and it worked well for that. However this straw is fine, and in small pieces, and fly-away. I'd be concerned that for cats shelter that the straw might get in their eyes and noses. For my purpose, I put the straw over the grass seed and watered it, but of course you wouldn't want to do that with your cats shelter.
