I contacted Fulham about the difference between the two documents, and they said that the spec sheet only lists the ballasts they had tested when they first applied for UL certification, but the cross-reference sheet shows additional ballasts they say they have tested and approve as a functional working replacement.Since this ballast was about 1/4 the price of the original, I decided to give it a try. It fit perfectly, and the holes in the integral plastic bracket aligned with the holes used for the original ballast.
