Its designed to fit into a 10mm chuck. The hex measurement is slightly below this so should fit in a 10 3/8 chuck. I have tested product in ours again this morning slides in no issues. I speculating here but I suspect unless manufacturing fault in hex, your chuck may not be fully open or extended. It may be sticking or may itself have a manufacturing issue, can you measure gap between jaws. I would try using key to try and manually see if you can open the chuck more.
