Yes the bullets fall out. Got this for my 30-30 rifle. The bullets fit but I could shake them out. So ingot my wifes needle and thread and fixed it.. took 5 minutes to make it fit tighter. Yes it is extra work, but remember no one else makes these anymore.. in the end it works and I am happy. Other then the holes being too big it will be fine on my rifle.
