Lego kit City Fire Truck 60002 has been discontinued or out of print from Lego since 2013 so you will have a hard time correcting what appears to be a Lego packaging error back in 2013 (it does happen once in a while). Your only option would be to see if the original seller can replace the kit or get approval to return it for a refund. It has an open design for a wider range of motion when operating the ladder. The hose position was changed as well, and the overall playability allows you to use the separate functions with more ease and room to move. The older set 60002 has more internal room and a storage hatch.
