I just bought this cooler however the handle is not staying up when I go to wheel it. Is there something I should be doing to lock it in place?

Ensure that you've raised the handle to its maximum position - this should keep it in place. If it doesn't, it could just be the design of the item that it returns to the base when the handle isn't in use. does it have a drain?

Yes has a drain with a channel in the bottom to assist in draining.

How is the lid attached? On metal hinges or plastic?

It looks to be a plastic piece that runs about 50% of the width of the chest. I haven't had any issues with this cooler and would recommend.
