Q: Cant get it to lock on a 95 ford ranger ?

Assuming the plastic device can reach the seatbelt -- it's supposed to click into the seatbelt and lock. You may need to move the seat forward. Make sure the key cylinder isn't turned to 'unlock'. Or -- you may have a faulty one. I don't recommend this product: good idea, poorly made.

Q: Can't someone just cut the seatbelt material before the default seatbelt receiver that this locks into?

Your seatbelt isn't in the lock when using the lock..

on if your vehicle has the seatbelt release button on the top and not on the side where the unit will lock in to.

No if it’s locked around the steering wheel and yes if it’s locked in the back seat
