It will test the moisture content in the slab.it's best for intierior slabs .I'm almost sure it will give a good reading outside as long as it isn't raining or you have a lot of humidity.Also I don't know what area you live in and what the hydostatic pressure is ie the water content coming up from underneath the slab.anywaythis test will also tell you that.

Q: What are the ph strips and fluid for? Isn't the test just based on weight?

It's a separate test to check the pH of the concrete. This can also effect costings
