Will this replace my two pin bulb in my 20 year old maglite?

No it won't. If your trying to find a replacement for a minimag, search minimag replacement bulbs.

Which mode comes up first, high or low?

Mine only has one full brightness mode just as with the original bulb, not two modes. I didn’t care about low brightness…and switching to LED means it already uses far less battery power.

Will this fit the xenon bipin adapter?

No. A bi-pin bulb has two pins at the base to plug into that style socket or adapter, often for xenon or halogen bulbs. The LiteXpress LXB430 is more a traditional style bulb with single base & side contact designed as LED bulb for 2 C/D cell Maglite. As such, there are no bi-pins to fit any such adapter. Thanks!

Is it compatible with fulton military mx-991\u ?

This LiteXpress LED upgrade Modules has been designed for to be used original incandescent Maglite only! LXB430 for 2 cell C&D, LXB360, LXB525, LXB530 for 3-7 C & D cell. It can not be used for the Maglite ML25IT series!
