Q: How many compartments for drivers license, insurance cards?

The 24 slots are for credit cards, driver license, insurance cards. There are pockets on either side that can accommodate other materials. I absolutely love mine. I even both another in a different color.

Q: What is the dimensions of the wallet when it's fully loaded?

It is very big and bulky, too large for pockets but very efficient if you don’t mind carrying in your hands.

Q: The slots where the credit cards go in, is the bottom of the slot sealed? I basically need to slots to organize a little change from other countries

yes. the bottom of each slot is sealed. it can hold different change as you want.

Q: The picture shows 2 rows of a dozen cards in sleeves. Are the sleeves all rfid blocking?

I would assume that the RFID blocking is incorporated in the case itself and not the sleeves, but I haven't taken it apart to investigate that closely.
