Q: can these stick to a window on the front side?

The adhesive is on the back of the decal. You could stick to outside of window but it would be exposed to elements. I have not used mine yet I am assuming if stuck on the inside of car window it will show through the window that way too but be protected.

Q: How do I get instructions for this? They were not included with the decal.

It appears to be just peel and stick. I haven't used mine yet. I would peel down top inch and stick it firmly where you want to adhere it and then slowly peel off the rest of the backing slowly. I would use a ruler to move down on the top of the decal to avoid leaving bubbles when you pull off the remaining backing slowly pushing out bubbles. (So just to be clear this is just what I would do since as you said there are no instructions.) Good luck!

Q: How do you remove decal?

You clean the surface to what you are placing it on. Mine is on my car window, then rub on to the window til smooth. Then peel the top layer off. It is very easy

Q: (How) can you easily remove this decal and not damage the tint of your car?

I haven't had to remove it - it's been on for about a year and looks great. I put it in the back window of my Subaru. I get lots of compliments. I think it's just one of those peel off types.
