Stable and firm, meaning small pieces did not break off

I've ordered so many foam blocks and strips and you name it... why are they never the size they claim to be? The first one I ordered was half an inch short on all axis. Then I got this replacement and it's only a quarter inch short on two of the three axis. Improvement! So I had to make alterations to my plan and find some filler to fix my foam's shortcomings.It really shouldn't be this difficult to get the right size that fits the description.

This foam block is NOT CARVE-ABLE! When you try to carve it, it makes a huge mess. Looks like snow once it gets everywhere. It also sticks to every surface.
