Q: Where are these harnesses made? In what country?

I believe the harness was manufactured here in the USA. The harness meets or exceeds the OSHA ANSI Standards that apply to this particular harness and it's intended use.

Q: Are the carabiners that are included in the kit strong enough to attach to the cross arm strap to the side D-Rings?

Probably but I would not recommend doing that because "the kit" was not designed for the carabiners to be used in that manner.

Q: What is the manufacturer date and expiration dates for these harnesses?

The manufacturer date will be located on the product label under the protective cover. The life of the product is estimated at 5 years depending on wear/tear and usage.
