Q: Where can I get more paper for this?

I ordered a 150 pack of papers on amazon which work well the trays are also ideal for 8.5 x 11" paper of any sorts, which you can get non bleached from most craft stores in this size. I have seen people use coco coir which is made from coconut husks. Finally if you grow larger seeds, like sunflower or peas, you can use it without any paper

Q: are the holes small enough to hold barley seeds

I don't use the paper or a paper towel for barley or wheat grass seeds. The seeds are large enough that they don't slip through.

Q: Can someone tell me if the mesh tray will hold very small seeds such as radish and alalpha ? This mesh looks very large and most likely will not work

Comes with sheets of paper. Put paper on mesh tray. Sprinkle your small seeds ( not too tightly as they stick together when wet). Use a spray bottle and spray the seeds. Make sure paper is damp. You can also use untreated paper towel.

Q: So do you have to sprout the wheat berries the old fashioned way first like in a mason jar or does sprouting happen in the trays?

I don't pre-soak the smaller seeds like broccoli, radish, red clover etc but I do pre-soak the hard winter berries and barley.
