Q: Are the hollow tines tapered to help with not becoming clogged?

Yes they are slightly tapered. Hint: spray with WD40 before use, makes it easier. Reapply every so often and great.

Q: Are the tines narrower at the bottom to aid ejection of cores or the same diameter from top to bottom?

The tines are the same diameter all the way along the length. But at the bottom of the hollow tubes which are supposed to cut into the soil are cut at an angle ( would guess about 45° )to aid the cutting into the soil. They are a great idea but like I said in my review when I've used mine after 2 to 3 compressions into the soil the tubes are full so won't cut again. So I have to clean them out before being able to use correctly again. Regardless of how hard or soft the grass/soil is.

yes but it depends on the ground

Q: Is it best to use this on wet soft ground, or dry harder ground (to clog less)?

I used it on wet clay soil (not boggy) and it worked really well. I doubt it would work on a dry clay lawn. I found going in at a slight angle helped too. It takes a couple of goes for the clay pellets to come out of the tubes but you just keep going and it works. It took about 45 minutes to do 40 Sqm lawn.
