Q: does this have pockets for keys, snack bars, wallet etc?

Yes! There is a very nice spacious pocket on the back of the bag for wallet, snack bars, keys, etc. There is also an opening to run head phones from the back of the bag. Then on the waist pads, there are zip pockets big enough for a phone or snack bars. This hydration backpack is amazing, especially for the price!!!

Q: Can you fit an iPhone 7 Plus with extra room available? Or is it a snug fit?

you can fit your iphone 7 plus and a snack bar in the outside zip pocket. Plus tissues. It won't be snug.

Q: Is the outside of this bag waterproof? (ex- if it poured rain, would my phone, wallet, keys, etc. on the inside of the bag stay dry and be protected?)

This bag is NOT waterproof at all. Everything inside my bag got soaked. Partially from the bladder having a tiny leak, but mostly from walking through light rain.

Q: Is the hose only used as a straw? Or can I pour some water into a portable dog bowl as well?

You'll have to start the flow like normal when you're are drinking from it. Then quickly bring the hose down to make it free flow. You might have to squeeze it from closing. I normally just keep my fingers around the nosal to prevent my dog from licking it and just have her like my fingers. Otherwise fill a bowl if that works better for you.
