Q: Does the angle on this light provide light to illuminate the front of the bike, similar to a headlight?

It does illuminate but not really for safety more for fun. I bought for 4 yr old grandson and he wanted to sound like a motorcycle, never focused on lighting

Q: Do these thing eat batteries like the hornit?

We have never had to replace the batteries, it is not under constant use though. Honestly, don’t rely on this for a safety device or as your main source of light, it’s just a toy
