One review mentions the handle being rubber, is it latex rubber?

The handle is actually silicon. In the past, the handle was a hard resin (bakelite). The design was updated several months ago to soft-grip silicon. It should say silicon in the description now. If not, we will make that edit. Thank you.

What are the inside walls made of?

The tea kettle is stainless steel 304 inside out. The out side finishing is polishing, whereas inside finishing is sand blasting resulting a textured look.

Is there a version of this for an electric stove?

I don't know, but the design would need to be different. The bottom is "waffled" to capture every bit of heat from the gas flame.

Is there a coating on the inside, like Teflon or something, or is it just stainless steel?
