Q: Is the handle stainless steel?

Yes the handle is stainless steel. We love these pans and they are beautiful too

Q: Why is my new pan sticking with food each time I cook, even with small amount of oil. Disappointed

I don't have any problem with my pan or my wok. I believe that a light amount of sticking is normal. The non-stick technique used in these pans, in my opinion, is quite good, especially considering the longevity of the finish and the tolerance of the surface to metal utensils.

Q: is the cooking surface 12 inches for a 12 inch pan?

The flat bottom surface of the pan is about 10" with sloping sides that expand the rim to 12". I love this pan as a semi-pro Chef!
