Q: Can this be used as a scarf or neck cover?

No. It's not a scarf. It covers the head down to the neck. I have used it while hunting and it is too thin if the weather is cold - below 45 degrees for me.

Q: Does this go below your neck into your shirt or jacket?

I cannot really remember on that I bought it for son and he loves it. I think just a bit under the neck but not enough to cover the chest for warmth.
