Q: How much weight is this rated for? Is there any specified weight limit?

I can't say as to how much weight it is intended to handle, however, It moves a 55 gallon drum of water, sand and lime with no strain on the dolly whatsoever. Of course it is designed for concrete floors... I used it on plywood to move full barrels over grass and had little difficulty.

Q: How do you "grip drum with the handle" as per the instructions? I'm sure I'll figure it out right after posting this question but in case I don't...

The rubber grips on the handle lay on top of the drum with the curved plate facing down. Push handle against the drum so that the curved plate grips the rim around the top of the drum. Lift the end of the handle (opposite of the rubber grips) tipping the drum up slightly and then use your foot to push the base of the caddie under the drum. Put the handle back on the caddie and you are ready to go.

Q: Can you roll it up an incline? can it be used like a hand truck?

I have found this to be an extremely handy piece of equipment for moving drums of detergent. It does go up an incline, although I would not recommend a real steep one. I usually take it up the ramp into my trailer. It is made for toting 55 gallon drums. I wouldn't say it is like a hand truck, but for the drums I tote, it is very handy and I would spend the money again to get one.

Q: is 21"5/8 the inside dimmention? AND IF NOT WHAT IS THE INSIDE DIAMMETER DIMMENTION?

not sure where you get the 21 5/8" number. the caddy width is 24" and holds a steel or plastic 55 gallon drum easily.
