Q: Can you use it upside down? I'd like to put a row of shoes on the floor below the first shelve.

You could try it but I think it would negatively affect the stability of the shoe rack. I think the intended bottom shelf adds to the stability.

Q: How come it says it holds up to 50 pair of shoes? did i get all my teirs. only got 10 teirs. only hold 3 pair of shoes on the rack

I had the same problem. I went through Amazon and reported I had parts missing. The seller answered me back in less than a day. They sent me another rack. I did call Amazon to make sure the order was handled properly. The seller stated in their reply that I did not have to send the partial unit back or pay again for the new unit. I was pleased with the outcome.
