Q: I am between a C & D cup. Does this run smaller or larger ?

Usually when a woman says she is between C and D cup that probably means she buys either 36D or 38 C ( which is the same cup size) . This particular bra runs true to size - I hope this helps.

Q: Are the straps stretchy?

They are stretchy but for a minimizer to be it's most effective you don't want too much stretch which they are not. I love this bra. It's the best minimizer I've found as it doesn't smash your breasts like some others do.
