Q: Have you used this BRF for mushroom cultivation?

LOL at the "no" answers without any evidence or even explanation backing it up... BRF is used for jar inoculation/colonization quite often, and this specific brand has been mentioned multiple times in the mushroom growing community. I personally haven't used this brand *yet*, but that's why I'm here, is so I can use it to make some sweet, sweet, mycelium cakes, and report back on how colonization went. **all statements in this answer are in regards to legal, gourmet, mushrooms ;) **

Q: If a recipe calls for wheat flour, can I substitute the same amount of rice flour?

I have read that rice flour has a different texture than wheat flour, and doesn't stand alone well. It can supposedly be mixed with other gluten free products.

The package says nothing about the rice being roasted. I don't think it is. The package states that the rice is stone ground and that is all it says.

Q: can you eat raw in smoothies?

You would be able to add this product to smoothies. The brown rice has been through high heat so the rice does will not be harmful in this powder state. Bob's Red Mill states this is good to use in baking and thickening soups.
