Fine in the rain, not waterproof but they do not hold water and so as such do not get any heavier. You will have no problem wearing shorts underneath or over whichever your preference should be.

Q: Are these track pants a skinny fit ? Or a regular relax fit

I would rather call them a tapered fit: The ankle and calf area is skinny and then they are not too tight further up. I have rather large upper legs and am trying to firm up my glutes and these are very comfortable for me. If they were a straight fit (which is what I think you mean by "relax"), then for running they would not be comfortable or practical. Importantly, they allow for full movement and are very comfortable.
