Q: how is this attached to rotating base?

It is permanently attached and does not come apart. It rotates very smoothly. It is also very large and so far for the couple of blocks that I’ve used on it to cut I see no cutting lines. To me this was well worth the money spent.

Q: How do you keep it still while your cutting? It keeps rotating when i don’t want it to.

When I had this I just kept my hand on the ruler and cut just as if you were not using a rotating mat. It did fine for me. Good luck.
