Q: Why cant these be shipped to California? The only restriction I am aware of is glass LED and they are plastic.

Living in California I had the same question, after putting it into my cart. After doing some research, I conclude that this product was not Title 20 certified. So I went to my local hardware and bought some Title 20 certified LED soft white bulbs for about $3 each in a 4-pack. The bulbs are rated 15 watts, 1600 lumens, and 5 year warranty. I put them in and they work fine. Hope this helps.

Q: Can these be used in enclosed fixtures

The 100W box clearly states these are NOT to be used in totally enclosed luminaries. So that would indicate you cannot use them in enclosed fixtures despite any claims made by others.

In the very first image that has the packaging, it shows it's a 90 degree Wide Flood and that it's an Indoor/Outdoor bulb. Sometimes you are limited to what you can put on the site so you take care of it on the packaging. I hope that helps you.
