Q: Are these containers PBA free and made in the USA?

They are made by Federal Package. It lists them being made of polypropylene, which is listed on Livestrong.com as safe and does not leach into food or liquids, and made in the USA.

Q: If I poured a hot solution into these tubes, would they leak?

No :-) I warm all of my lip balm ingredients in a pyrex dish that I set inside my crockpot on high. That gets the ingredients pretty warm. I use a syringe to pour in the ingredients. I have made over 50 and not one has ever leaked. (helpful hint, I took a thin piece of 8"x10"x 1/2 inch Styrofoam. I made an indentation with the balm container so that it would hold the container steady. I hope that helps!!

Q: what's the best way to fill them, if you don't have a tray?

I put mine in a ramekin (flat bottom:straight sides) - poured the liquid balm into a small pitcher and poured. Worked perfectly. Any excess merely scrapes off once hardened... Which takes a cpl of hours.

Q: What size lables are used for these

The typical lip balm label is 1" high by 2" wide. If you are making lip balm for sale, don't forget you need to have your ingredient list on the tube as well, which are typically a little smaller 3/4" x 1 1/2". You should be able to find free templates for lip balm labels on the Internet. Or, as other Amazon customer mentioned, make your own. Either way you should print these labels on letter size adhesive stock (which you can also purchase from Amazon) and cut them out.
