Q: has anyone else found a slimy mold on top of this filter (the center ring) when replacing it for new?

I think Amazon has them, Lowes, or AO Smith.

Q: Where are these manufactured? one site stated taiwan, but would like confirmation of that. thanks.

They are made in Taiwan, along with 75 percent of everything sold in the states. I've used these filters for the past few years and it does a very good job.
