I want to put this on my sons electric wheelchair that is 24vdc. will the usb ports still provide the proper voltage for his phone?

If you hook it up to one battery you will be fine but it says 12v/24 volt compatible so eather way it will work for charging a phone.

Will this show the correct voltage on a Lifepo4 battery?

Voltage is voltage, yes it will read-out the voltage. NOTE- Lithium batteries discharge different then deep cycle or starter batteries. Lithium batteries hold the voltage at 12V (+/-) and don't drop from 12 until they are close to being dead. Regular batteries the voltage drops as it discharges and at about 10 VDC some things won't work any more because the volts is too low. This Socket shows the voltage dropping so you know what's happening. With Lithium it will show 12VDC and then very quickly drop from 12 to 8 (for example) and it's too late, you won't have the power to start an engine. If you are powering electronics, maybe this is fine, it just stops working and you'll know why. This socket will also show the power going to recharge the battery, with my engine running the read-out shows 13.2VDC, so I know it's recharging.
